Steps To Reproduce:
1 Effect > Amplify... , set an Amplification level, enable Allow Clipping, and save as a User Preset. 2 Reset to Defaults. The amplification required to get to New Peak Amplitude of 0 dB appears, and Allow Clipping is disabled, both as expected. 3 Select the saved User Preset. The saved Amplification level appears, but Allow Clipping is not enabled.

Testing on macOS 10.13.3 High Sierra on  audacity-macos-nightly-2.3.0-afe09bb.dmg - 28.43 MB | version: 2.3.0--26Mar18

Now the "Allow clipping" is restored as part of using the user preset - checked also on 2.2.2 to observe the previous errant behavior
