Windows: Move Tracks: wrong Status Bar message - and/or an inconsistency

1) With only a single audio track hovering over the Track Control Panel yield a message in the Status Bar: "Drag the track vertically to change the order of the tracks". This is obviously nonsensical and pointless when you only have a single track. 2)When recording or playing with multiple tracks hovering over any of the TCPs yields the same "Drag the track vertically to change the order of the tracks" Status bar message - but you cannot drag to reorder while playing or recording. The inconsistency arises however since it is perfectly possible while playing or recording to change the order of the tracks by using the TCP dropdown menus. So while playing or recording either we should allow drag re-positioning or the Status Bar message should not display.

This is now worse because there is now a tool-tip that reiterates the incorrect message.
Testing on W10 with audacity-2.3.0-alpha-44-eb0e3802b186f47290d764816e9b147e9922f88a This appears to have been fixed - possibly some time ago With a single track you just get info in the Status bar about Selection nothing about movement
