1. Select a language in the installer. It has no effect on the language used by Audacity.
Release Note:

With 2.1.1, when installing on Windows the choice of language selected for the installation is now also the language set for Audacity usage, but the dialog does not make that clear.

It says simply "Select the language to use during the installation".  

Now one might infer that that choice of language would permeate through to subsequent Audacity usage, but it's not exactly clear.  I certainly found myself, knowing that this new functionality was there somewhere, looking for an additional checkbox or dialog to set the usage language while I was testing and documenting this for the Manual.

All we need to do is the extend the message to say something like:
"Select the language to use during the installation and for subsequent usage of Audacity". 


I have marked this as P3 as if we don't fix this for 2.1.1 then I think it would be helpful it was remarked upon in the Release Notes.

I added a release note (I think it's about "P3.5"). The installer language already defaults to "UI language" (the language used in Windows' own dialogs). 
So only those living in a different country than that of their mother tongue will change language in the installer, and they were already assuming that would change the Audacity language, hence the problem.   

We could make SelectLanguageLabel return (for English) "Select the language that Audacity will use". They can see that the installer language changes easily enough.

Meant to say that just "Select Language" as the prompt should solve the issue.

That prompt is part of the Inno Setup translation files.  It can certain be changed so something else, but then it would not be translated.

A couple of examples:

French.isl:SelectLanguageTitle=Langue de l'assistant d'installation
French.isl:SelectLanguageLabel=Veuillez s▒lectionner la langue qui sera utilis▒e par l'assistant d'installation :

German.isl:SelectLanguageTitle=Setup-Sprache ausw▒hlen
German.isl:SelectLanguageLabel=W▒hlen Sie die Sprache aus, die w▒hrend der Installation benutzt werden soll:

Can we replace SelectLanguageTitle and SelectLanguageLabel with our own custom messages in the ISS file, like we did for Reset Preferences?

I think this is no longer an issue.

The doormat message foir a Windows installation now says
>Select the language to use during the installation

Throughout the installation process there is no mention of the text in the Release Note for this bug/

Accordingly I shall close this is FIXED
