Steps To Reproduce:
Seen on Windows at least: 0) turn on advanced vertical zoom in prefs 1) Make a track. 2) Left click in the vertical ruler. 3) Drag until pointer is in the time ruler. 4) Release. 5) Observe Vertical scale zooms in, as expected. 6) Now repeat except beginning the drag with a double-click. 7) Observe: Vertical scale does not zoom in, horizontal dashed lines remain, and quick-play begins. 9) Now do similar, with dragging of track sequence by the Track Control Panel 10) Similar problem when starting with double click, but not for single click.

The problem is that the mouse is "captured" in one case but not the other.

The solution may be simply not to start a drag motion on a double click.

I have made a thorough search of TrackPanel click and drag code, and I think these are the only two bad examples of drags starting with double clicks.

Testing on W10 with audacity-2.3.3-alpha-271-d84ab5948d544eec6ba6a648d76d31ef9d5edc88

This now works as expected
a) At step 7 the Vertical zoom takes place
b) with the mouse button held down the TQP cursor is shown (which coud be seen as a quirk)
c) on releasing the mouse button TQP does not play

d) at Step 10 the tracks can be dragged OK when the drag is activated with a double-click

Testing on macOS 10.14.5 with 2.3.3 alpha jc001

Works OK with double-click on Mac too
