The Noise Reduction effect stands out like a sore thumb by being what I thin k is now the only effect that doesn't have a Manage button in its dialog

This means that once the user has changed from default settings there is now easy way to return to factory settings except by memory or reading the Manual (and the latter relies on the user a) RTFM and b)knowing that we display the default settings on the relevant Manual page).

Nor can they store any user Presets and restore those for later use in the effect.

This perhaps becomes even more relevant for 2.3.0 as we launch Macros - so we might expect more folk to try using them - and Noise Reduction could be a popular choice in custom Macros.

And note that this effect is also unique in not having a "?" help button to drive the user to the relevant Manual page (Bug title updated)

Tested on W10 Audacity 2-3-0 20180405-107
and on  audacity-macos-nightly-2.3.0-76f72f0.dmg - 28.45 MB | version: 2.3.0--05Apr18

On both platforms the NR effect dialog now has a help button - and clicking on that button correctly goes to the right page in the Manual.
