Steps To Reproduce:
Generate some noise. Create another, empty audio track. ctrl-shift-f to make them tall. 1) Right-click just under one of the track names. You cannot drag to rearrange. But right-click in the lower-left corner of the track control panel. Now you can. Why this inconsistency? Similar for middle click. 2) Right-click a track as above, drag, and release the button. Move the mouse up and down. The track still rearranges. This stops if you left-click and release anywhere.

Probably the intention was that only left click should drag tracks.

On both platforms only the left click in the TCP will facilitate the drag rearrangement. I believe that this is as intended.

Looks to be fixed
