Steps To Reproduce:
Generate some sound. 1. Use Draw tool and shift-ctrl-drag one sample. -- Notice the sample is slightly below the hot spot of the pencil if you drag high, and slightly above if you drag low. 2. Switch to spectrogram, make spectral selection, then modify it with drag or shift-drag on top or bottom or center. -- Similar problem in all cases: the dragged line is not always at the hot spot at the middle of the cursor. 3. Dragging of envelope points does NOT have the same problem.

Testing Beta 02Sep17 on: W10 and macOS Sierra 10.2.6

Accuracy pervades with both the pencil draw and changes to spectral selections on bith platforms.

Looks to be fixed
