Steps To Reproduce:
Make Waveform the default track type in Tracks Preferences. Generate some noise. Right click in vertical ruler to make scale limits -2 and 2. Ctrl+d to duplicate. -- the new track has limits of -1000, 1000.

Testing on w10 06Aug17 nightly and macOS 10.12.6 10Aug17

After the steps on both platforms the sensible (and expected) scales on both tracks go from 2.0 to -2.0.

Looks to be fixed
