Steps To Reproduce:	Generate sound. View in Waveform dB. Right click. Switch to Waveform. Result: vertical scale is from -1000 to 1000.

Not a regression in 2.1.2.  Present at least from 2.1.0.

Testing on w10 06Aug17 nightly and macOS 10.12.6 10Aug17

After the steps on both platforms the sensible (and expected) sacles go from 2.0 to -2.0.

Looks to be fixed
