I don't see this bug in Audacity 2.2.1 or later. Unless anyone else can reproduce it, I think this bug can be closed.
On windows the meter toolbar options changes (linear to/from dB) don't seem to make any difference at all to the mixer board. Is that a bug, and if so is it a new one that is hiding this one? Preferences->Interface->dB Meter range does make a difference, and seems to work fine on windows.
(In reply to James Crook from comment #3) Same here on Linux. Changing the meter toolbar options has no effect on the Mixer board. If it's supposed to, then that's a bug, but I don't know if it's supposed to or not. What does the code say?
2.3.2 doesn't either. Logically it should change. If you prefer a linear meter in the toolbar, you prefer it in Mixer board too (OR we'd provide an option in the mixer board to change it). I've opened a new Enh bug for that, and closed this one.
The enhancement bug is bug 2190
