Steps To Reproduce:
1 Use the mouse to right-click in the Transcription Toolbar slider then TAB. Focus stays in the slider. 2 Right-click in the Mixer Toolbar input slider then TAB, then right-click in the Mixer Toolbar output slider then TAB. In both cases, focus stays in the slider.

It's worth checking that Mac and Linux aren't adversely affected by this fix.

Tested on W10 with audacity-2.3.2-alpha-213-750014d65538a68b99ff815f94bdac4c1acf2a41

Tab now moves the focus out of the Transcription Toolbar and Mixer Toolbar when a right-click is maintained there.
