Steps To Reproduce:
1) start Audacity 2) in Plug-in manager select all 3) click "Disable" and then ok 4) click on Effect - no effects listed 5) close Audacity 6) re-open Audacity 7) Click on Effect - SC4 is shown available (and usable) 8) go to Plug-in Manager 9) Click on "Enabled" - SC4 and Stereo To Mono are shown 10) Click on Effect and although shown as enabled in step 9 Stereo To Mono is not available in the effects list
Release Note:
GROUP: Effects * (Windows) '''The Plug-in Manager does not properly disable the SC4 effect.''' If you disable SC4 in the Plug-in Manager, it will remain disabled during your current Audacity session but the next time you re-open Audacity the SC4 effect will be shown as enabled and will be available for use.

Tested on audacity-win-r13f1349-2.1.2-alpha- but occurs in 2.1.1 too so not a regression.

Also occurs if you:
1) use Audacity default Prefs
2) disable SC4
3) close Audacity
4) restart Audacity - SC4 is now enabled and available again

SC4 is disabled OK on Mac and Linux.

Tested on W10 with 2.2.2 RC1

this still occurs so changed flag to Windows (all)


But it's high time we were removing SC4 anyway ...

Testing on W10 with 2,3,2 RC001

SC$ is still not properly disabled - on restart of Audacity it appears again as enabled.

We no longer have a "Stereo to Mono" effect so that part of the bug no longer applies.

We no longer ship SC4 now so this is an upgraders issue only - but it works properly on W10 with audacity-2.3.3-alpha-317-44c46f7574e89638823c6cc895caa2cd5135d427


On relauching Audaqcity at Step 6 the Plug-in Manager shows tha SC4 is properly in the Disabled section and is not re-enabled
