Steps To Reproduce:
1. Create a wave of 30s. 2. Zoom out once so that it is 50% of screen width. 3. Position cursor at 35s (i.e. just after the wave). 4. Ctrl+Mouse wheel zoom in to expand the region to the right. The region to the right does not expand, instead the zoom happens centred at 30s. Desired behaviour: Zoom is centred at 35s, empty region expands, until there is risk of losing the waveform way off screen to left.

There are situations where it is necessary to zoom in at a time position beyond the current end of the project. For example, if the project has a clip from 0 to 10 seconds, the user may want to copy and paste the clip starting at 30 seconds. 
Currently, zooming with the mouse wheel has "special rules" when beyond the end of the project that prevent the user from zooming in on the desired location.

It looks like the "special rules" were implemented without recognising that there are many use cases where the prohibited behaviour is desirable / necessary.

testing Beta 02Sep17 on: W10 and macOS Sierra 10.12.6

The mousewheel zoom works correctly on both platforms both beyond the waveform and inside the waveform
