ENH: Vocal Remover effect should be removed - misleading and duplicated effectively

Since we have been shipping "Vocal Reduction and Isolation" for 2.1.1 and 2.1.2 the legacy "Vocal Remover" effect is both misleading and redundant and should, I believe, be removed from Audacity. Misleading: a) the title implies that it is better and more effective than the new effect "removing" vocals rather than just "reducing them". b) most of the time it's not actually very good at "removing" vocals. Redundant: a) the new effect works better and has greater functionaliy. b) the behaviour of the old legacy effect is encompassed in the new effect - it states clearly in the into note on the Manual page for Vocal Remover: "This is now a "Legacy effect". The Vocal Reduction and Isolation effect has a Remove option Remove Center Classic (Mono) which is identical to removing the full frequency range using this effect. Removed cherry again. Removing Vocal Remover needs discussion.
An alternative discussed in a related Quality email thread would be to simply disable the legacy Voval Removal effect. That way those folk who insist on being able to use the out-of-date superseeded effect can still obtain access to it ny re-enabling it. But for everybody else the effects list will look cleaner without the two competing effects side-by-side in the list.

Created attachment 797 [details] VR&I version that includes "Remove Vocals: to Mono" The attached version includes an additional option that allows removing vocals to mono. That closes the gap in comparison to the old effect where the range can be limited, i.e. with applied filtering. Inverse filtering is (intentionally) omitted. To do: integrating translation syntax.

Testing on W10 with audacity-2.3.3-alpha-293-43af7b326526ed6c37e29c9e10082019ebba7983 The old Noise Removal effect is no longer present
(In reply to Peter Sampson from comment #8) OOPS Comment #8 should read "Voval Remover" But note that this si only teh case for new installations or if you clear your Audacity settings. Otherwise Vocal Renmover continues to be available when running 2.3.3 after 2.3.2
Marked as 'upgraders' since it now only affects them, and demoted from P3 to P4. I actually think we should WONT-FIX the residual, but if QA want to keep it open, fine.

Speaking as a QA-er I do want to keep it open and I would want to see it fixed so that *everbody* gets the old deprecated legacy effect removed - note that is long been marked as "legacy" in the Manual. Acoordingly I have marked this a REOPENED
