Steps To Reproduce:	Click and drag a slider such as the speaker output level. Move the mouse outside the slider before releasing it. The slider stops following.

Related to Bug 1325, but perhaps much less embarrassing.

They are likely to get fixed together, if I can figure out a fix.

The problem I suspect is that event handling in wxWidgets 3 on Mac only falsely reports no buttons down in Leaving events.  This confuses our code.
