Steps To Reproduce:
1 With default preferences, generate a tone, click in the middle of the tone and zoom in. 2 Drag the window rightwards so that the right edge of the track focus border is at or beyond the right edge of the monitor. 3 Drag a selection rightwards in the waveform. The track will not scroll when the selection reaches the visible end of the project. 4 On Ubuntu (GNOME or Unity) press the Maximize button. You still cannot drag the selection rightwards. Restore the window, drag it leftwards until it is wholly inside the monitor space, then Maximise again. You still cannot drag the selection rightwards. Restore the window then press F11 for Full Screen. You still cannot drag the selection rightwards.

I see steps 1 to 3 on all OS'es (in 2.1.1 too).

If the left edge of the track focus border is at or beyond the left edge of the screen, you can scroll selections leftwards. 

On El Capitan you can still scroll the selection rightwards after using the green "full screen" button or COMMAND + / for Audacity's "Full Screen".

Thanks, Paul. Seems OK to me on Win 10, El Capitan and Ubuntu 14.04.

I also tested scrolling the selection left and right on Audacity split across two monitors on Windows 10, and it seemed to work as expected.
