Steps To Reproduce:
1)Ensure you have no installed Manual 2)launch Audacity 3)launch Timer Record 4)click the "Helpp" button in the dialog 5)click on the "view content online" 6) result is a 404 page not found error Section: Playback & Recording This affects you if you did not install the local copy of the Manual when you installed Audacity. In Timere Record if you click on the "Help" button this should take you to the Timer Record page in the Manual, but instead it gives a 404 page not found error.

Trying to use the "Help" button in Timere Record on Windows to access the online page in the Manual yields a 404 page not found error.

Similar on Mac - but on Mac you get the Mac-clunk sound when you click on the link.

This used to work on earlier builds tha Mark Young produced and on earlier alphas - but since then we have changed the location of the Manual.

Worse on Mac as any subsequent keystroke yields the Mac-clunk sound and you then need to make a force-quit to exit Audacity

The same afflicts Help>Manual>View the content online on both W10 and Mac El Capitan - should I raise a fresh bug for that or leave it here as a cousin of this one?

This locking up on Mac probably means that this should probably be a minimum P2 I'm thinking

Hi Peter, This only applies to alpha builds, not builds made for release. If IS_ALPHA=0 as in a release, the "View the content online" link points to o/man (like the still hard-coded link to unzipping the Manual does). Links to o/man will redirect correctly. So a P4 I suggest. I demoted this and parked the release note in the steps. The release note should start with GROUP, not Section.  

On Mac when you access the help dialogue from the the Timer Record Help button, you can't use the Help dialogue but you can still click in the Timer Record dialogue, so you are not locked out of Audacity. If you open the Help dialogue then do a Timer Record you are stuck with the Help dialogue until you OK completion of Timer Record. I suppose it's just about a P3.

The Help dialogue accessed from Contrast does not work correctly either. You can use the Help dialogue, but closing it means Contrast can no longer be accessed in that project window. I suppose that is a separate P3 but it might be good to have that and the Timer Record Help problem on one release note for greater concision for the user.

I had already tested it on all platforms so with Peter's confirmation we can call it fixed.
