Steps To Reproduce:
Delete Audacity.cfg. Open version 2.1.2 and exit. Open version 2.1.3. See where the scrubbing toolbar is. It is not the intended default. Delete Audacity.cfg again, open version 2.1.3 again. The scrubbing toolbar is in the intended default place.

testing on W10 audacity-win-r53e30e5-2.1.3-alpha-27-jun-16

Works as intended now with the new Scrubbing Toolbar at bottom left of top tooldock

Thanks, Paul. Seems good. 

Tested on Windows 10. I tried successfully with 1024*768 and 1366*768, without adding any extra steps that changed the 2.1.2 window size, position or contents.

Then I changed step 2 to maximise the window and float Device Toolbar. Then I launched previous HEAD without this fix, and Scrubbing Toolbar is after Transcription Toolbar. 

I repeated the steps (but again maximising the window and floating Device Toolbar in 2.1.2), then launched current HEAD. Scrubbing Toolbar is at left in an empty row of its own, directly above the Timeline, as we want.    

On Mac using the same 1024*768 monitor, or Linux netbook 1024*600 display, the steps or my modified steps worked fine to position Scrubbing Toolbar at left directly above the Timeline.

Gale did not mention the possibility of docking Device Toolbar below in 2.1.2, but I tried that case myself too.
