Comparison of Device Toolbar when floated then Audacity restarted

Residuals from the bug 1415 fix observed on Ubuntu 14.04:  

* After dragging Device Toolbar to float it from the upper dock, the bottom of the toolbar is slightly trimmed, so that the border with the bottom of the dropdowns is lost. This corrects itself when restarting Audacity. See attachment. Notice that the Audio Host box becomes selected as soon as the Toolbar floats and remains so on mouse up, despite the track still has focus. Selection border for Audio Host also occurs in 2.1.2.    

* When Device Toolbar is floated, it is possible to resize it upwards so that only the top half of the text in the dropdowns is visible. This is not the case in 2.1.2.

Fixed by Steve's commit https://github.com/audacity/audacity/commit/d655ea1 .
