Steps To Reproduce:	1 New empty project. 2 Click in the Timeline. The pointer changes to a drag icon. 3 Click and drag horizontally in the Timeline then drag above or below the Timeline. A Timeline drag region appears in the Timeline.

Testing on 2.3.2 alpha on W10 and macOS 10.14.5

I now do not see any such Timeline region appearing at all
