1. Start Audacity with an empty config.
2. Use View->Toolbars->Scrub-Toolbar to show it.

(a) [Minor] it shows undocked rather than docked, which would be nicer.
(b) It is often slightly too small, usually shorter so that the last button is slightly cropped, sometimes less tall.

The size problem persists on docking, but is solved by a reset toolbars and then placing Scrub Toolbar again.

Suspected that the problem is that the size values are not being initialised and so are kind of random.

I think Step 1 should be "Start Audacity with no audacity.cfg then exit immediately" as per the more general bug now at bug 1554.   

I have not noticed any other toolbars that unintentionally float on re-enabling to be mis-sized.

Testing on W10 with 2.3.2 RC001

a) the Scrub toolbar is dicked in the upper tooldock

b) It is sized correctly.

This looks to be fixed on W10
