Steps To Reproduce:
1 Generate tone e.g. 10 seconds. 2 Set Snap To to Nearest or Prior, selection format to seconds, hh:mm:ss or dd:hh:mm:ss. 3 Click in the Timeline anywhere away from 0s. Play starts from 0s. 4 Click in the waveform at 5s to set the editing cursor there. Click somewhere else in the Timeline. Play starts from 5s. 5 Drag a selection from e.g. 5s to 7s in the waveform. Click somewhere else e.g. at 2s in the Timeline. 5s to 7s is played.

This has never worked since Timeline has respected Snap To. 

Selection dragging in Timeline is not affected.

Tested on W10 audacity-win-rf1aa916-2.2.0-alpha-23-jul-17
and on macOS 10.12.5 with Cliff's nightly build of 22Jul17

Steps 1-4 now work fine on both platforms

Step 5 works fine on both platforms

Play command and Play button and Loop Play respect the Timeline play selection at step 5.

Selection dragging in Timeline is not affected.
