Steps To Reproduce:
1 Quit Audacity, delete audacity.cfg and reopen Audacity. 2 Open Preferences and navigate to "Interface". Observe the language is set to System as intended. ESC Preferences, do not click OK. 3 Restart Audacity. Reopen Preferences and navigate to "Interface", confirming that language is still set to "System". Click OK in this or any other Preferences pane. 4 Reopen Preferences, Interface section. Language choice has changed to the language the system is running in e.g. German if system is running in German. However on Mac, step 4 will always change to English regardless of system language, presumably due to bug 1227.

Regression on 2.1.2.

Testing Beta 02Sep17 on:  W10 and macOS Sierra 10.12.6

On both platforms the setting for language remains resolutely and properly as "System" and does not change 

Looks to be fixed ok on these platforms
