Steps To Reproduce:
1 In GNOME or Xfce, click on the Track Control Panel Gain or Pan slider, or hover over the Mixer Toolbar Playback level slider or Play at speed slider. * On Debian, a horizontal line appears as in attached image, instead of the expected tooltip. On Ubuntu the line may only appear first time after logging in, then the tooltip appears normally. * Also taskbar contains a new "Untitled window". On Ubuntu the window only appears in GNOME Flashback, not Unity. it is necessary to hold the handle of a slider for the window to appear, then the window disappears after releasing the handle.
Release Note:
GROUP: Interface * (Linux) Numeric value of track Pan / Gain sliders is malformed and appears only as a horizontal line.

A similar problem where the tooltip only appears as a horizontal line is observed on Fedora24 or 25 in 2.1.3-alpha, in GNOME Wayland or X: https://bugzilla.redhat.com/show_bug.cgi?id=1435686. In that case it is a regression on 2.1.2.

From the duplicate bug 1601, Johnathan told us that in FC25 with KDE-5.29.0 this bug manifested as an empty tooltips box: http://bugzilla.audacityteam.org/attachment.cgi?id=720.

But in KDE-5.32.0 the problem does not occur.

Also happens in Arch Linux XFCE (https://forum.audacityteam.org/viewtopic.php?p=329956#p329956) and Xubuntu, and probably other distros.

Also happens with Audacity 2.2.0 alpha.

As this affects the track gain and track pan sliders, making the sliders virtually unusable, in terms of user impact it is much worse than most other "unreadable tooltip" type bugs. "P4" seems a bit low to me (it's not just an aide-memoire but an integral part of the track pan / track gain controls)

As this is being reported on multiple forums as well as the Audacity forum, and because of the usability impact, I've upgraded to P2.

Variations seen in the wild include a wider line (maybe 8 px high) for the vanished tooltip.

Also reported on Bodhi Linux with Audacity 2.2.1 and 2.2.2, but with thick dark lines that completely obscure the controls.

The bug, as described in the first post, still happens in Audacity 2.3.1 alpha (tested on Ubuntu 16.04)

Possible clue: In Ubuntu it is associated with an error message: 'IA__gtk_window_resize: assertion 'height > 0' failed.

Testing on W10 with audacity-2.3.2-alpha-241-aad117051ae659de8f837881aa9fd4215740da19

The tooltips when clicking and hovering on the various sliders are displayed properly.
