Enh: Add "dead" left and right margins to Vertical Scale to prevent accidental vertical zooms

The transition from the I-beam cursor whe rolling into the Vertical Scale is set very hair trigger so that the cursor canged to the magnifing glass and associated zooming functionality is implemented as soon as you cross the right edge of the Vertical Scale. Similar behaviour obtains on the left side also occurs ar you move from the Track Control Panel into the vertical scale. This hair trigger behaviour catches many people our, particulatly when thay are trying to make click&drag selections at the extreme left of the waveform (based on many Forum reports). It was usggested on the Forum that we could improve this by allowing for a samll buffeer zone on wither side of the Vertical Scale by reducing the width of the magnifier zone. Steve commented on the Forum: "It's quite tricky because all of the proportions and spaces in the track window (including the Timeline) are interrelated. If the target area for the vertical ruler is reduced widthways, then there's a gap between the right hand edge of that target area and the start of the track. The start of the track can't be moved because that will move the Timeline. The "gap" can't be left "empty" because then clicking in that gap will be equivalent to clicking in an empty space of the track window, and the track will lose its selection. So the question is, what should happen in that gap? It can't be left as a "no-man's land". The behaviour must be defined. Gale replied: "I think the pointer in that null area should show the standard arrow and that clicking there should do nothing - like clicking in the empty space to right of Help Menu or to left of horizontal scrollbar should do nothing. But I am not sure from your description if we can do that." Steve replied: "I think that should be possible, but it means adding a new rectangular area (the "dead" area) into the track rectangle. It's a bit like one of those puzzles where you have to slide tiles around within a frame, except that some of the tiles also affect things outside of the frame. I presume that we could have this dead area in all track types?" Gale confirmed: yes all track types

Solved differntly in 2.2.2 by turning the right-click Vertical Zoom to be off by default and adding the right-clock Vertical Scale context menu
