Screenshot of empty tool tips box.

Just as it says.  A screen shot showing the tip when the cursor is over the Fit Project tool is attached.  The system is Fedora-25 Linux running KDE-5.29.0 .  The Audacity RPM is audacity-2.1.3-0.7.20161109git53a5c93.fc25.x86_64 .

Works for me on W10 on 2.1.3 and 2.2.0 alpha

and on 2.2.0 alpha on Mac Sierra

Tool tips now work properly: black box with white lettering appears when cursor hovers over the tool.  Audacity version is the same, namely 
    audacity-2.1.3-0.7.20161109git53a5c93.fc25.x86_64
Maybe the reason is an upgrade from KDE-5.29.0 to KDE-5.32.0

Note that with GNOME rather than KDE, this bug still manifests in Fedora 24/25 as an underline rather than an empty box: bug 1534. To keep the information in one place I'll close this as a duplicate of 1534 and annotate that with the information here.
