Steps To Reproduce:	1 Make a project with a Time track and some sound in a Wave track. 2 Select a limited range of time, in the Time track only. 3a Delete or Cut removes everything in the project. 3b Split Cut or Split Delete does nothing.

Step cannot work - you cannot make a Time selection in  just a Time track.  

You can extend a selection upwards from an audio track so that with the delete the appropriate part of the Time Track gets deleted too.
