Steps To Reproduce:
1 Choose Windows DirectSound host. Make sure the Recording Meter is enabled (bug 1592). Enable Sound Activated Recording and set the threshold level high enough so that it will be responsive to the input level. Probably easiest tested with Stereo Mix if you have it and a web audio player. 2 Mute the web player and click Record. With my IDT built-in sound device, the signal is recorded although it is below the threshold. Stop recording. 3 Unmute the web player and play at sufficient volume to trigger Sound Activated Recording. Click Record, which records the signal, then mute the player. The recording continues regardless. 4 Usually the recording pauses itself at either 6 seconds or 12 seconds, irrespective of the input signal, and can't be resumed by adjustinɡ the input level. 5 MME does not have this issue on my machine, nor WASAPI .
Release Note:
GROUP: Playback and Recording * (Windows) '''Sound Activated Recording may not work with Windows DirectSound host.''' The recording may not pause and restart when the input level changes, and may pause after less than a minute regardless of input level and not be restartable.

Testing on W10 with audacity-2.3.3-alpha-317-44c46f7574e89638823c6cc895caa2cd5135d427

SAR works fine with the host WDS - with the threshold set properly it pauses when there are silences and restarts when the sound restarts (recording from FW R4 speech programme)  - and it certainly went on for well after 12 seconds.

So WORKSFORME on 2.3.3 alpha
