Steps To Reproduce:	1) get an audio track and a label track with labels 2) select just in the label track 3) Edit > Remove Audio (may be reverted to Edit > Remove Special) 4) Note the Split Cut is available but Split Delete and its shortcut Ctrl+Alt+K are grayed out and unavailable 5) select in the audio and label tracks 6) Edit > Remove Audio 7) Now note that Split Delete and Ctrl+Alt+K are not grayed out, are available and work

When you have a selection in just a label track the Edit>Remove Audio>Clip Delete is grayed out and unavailable - and its shortcut Ctrl+Alt+K does not work, but Edit>Remove Audio>Clip is available and does work.

Also if you select in anaudio track and a label track then Edit>Remove Audio>Clip Delete is not grayed-out, is available and works - as does its shortcut.

I have marked this as a regression.  It is like this in 2.1.3 so not a regression there - but is a regression on earlier versions of Audacity (I used to use it a lot.

Note that the nomenclature for Edit>Remove Audio may revert to its former Edit>Remove Special.
