Steps To Reproduce:
LINUX 1 Apply the Change Speed effect and make a mental note of the settings. 2 Open the Change Speed effect again. The settings have not been retained and the slider control is at maximum. WINDOWS 3 At Step 2 the settings have been retained but the slider control is at maximum.

The Change Speed effect does not retain its last used values, and the slider position does not relate to the numeric values. (see step to reproduce).

Tested on Linux.
This is a regression.

Adjusted steps and release note/hardware for Windows behaviour (settings saved but slider on maximum).

Testing on W10 audacity-win-ra45f3bb-2.2.0-alpha-22-jul-17
Setttings retaind and slider is at correct position on second use.


and on macOS Sierra 10.12.5 Cliff's 21Jul17 build
Although not reported fo Mac I tested there too - and that's all ok

Tested on Linux too.  RESOLVED FIXED.
