Steps To Reproduce:
1. Start scrubbing by clicking on the scrub bar. (also works with seeking, and with the cursor pinned or unpinned) 2. Move your cursor over a wave track (may work with other types of tracks). 3. Observe that the status bar and tooltip are complete garbage data.

Screenshot of a garbage tooltip

When scrubbing or seeking, garbage data appears in the status bar and on tooltips when hovering over tracks.  The garbage changes each time the tooltip is refreshed (mouse movement or on a keystroke).

I do not see the same on Mac, but I see some suspicious code and fixed it at:

That seems to have fixed it for me.

Tested on W10-CE audacity-win-ra9a6f01-2.2.0-alpha-18-jul-17

Tested steps 1-3 with
1) Scrubbing with non-fixed payhead
2) Scrubbing with pinned payhead
1) Seeking with non-fixed payhead
2) Seeking with pinned payhead

In all four use cases the Status bar message is fine (Click and drag to slect audio).

No tooltip is shown.

Looks to be ok on Windows

Could not reproduce this problem in testing and in comment#2 Poke reports the problem fixed.
