Welcome Message: Local links to "Quick Help" and "Manual" do nothing if help is not installed.

The "Quick Help" and "Manual" links should ideally raise the "Help on the Internet" dialogue which appears when you click the Help > Quick Help or > Manual link without help installed. These "Welcome Message" links were reported to crash in 1.3.10 and 1.3.11 on some Linux systems when help was not installed, and may still do for some users even though I've only seen one moonphase report of it in 1.3.12. So it may be worth fixing this.
Edgar on Debian finds that with no Manual installed, the "Quick Help" and "Manual" links in Welcome Message launch the browser (Iceweasel) with a 404 message. On Ubuntu 10.04 with Firefox, nothing happens.
On Debian stable, an error message is raised by the system in the form: ---------------------------------- Failed to open URI "file:/usr/local/share/audacity/help/manual/quick_help.html". Error when getting information for file '/usr/local/share/audacity/help/manual/quick_help.html': No such file or directory. ---------------------------------- A possible solution to this is to check for the presence of the manual before launching the "Welcome" screen, and provide a different version of the Welcome screen if the manual is absent.
Yestied rthus with latest 2.3.3 alpghas on Mac and W10 and the result is the same - so broadened this out to "All" This was originally reported for cn 1.3.12 nine years ago !

MacOS 10.14. 6 I'm puzzled, all the recent builds including building after James' "fix" act the same way. All the links work and I see no issues. I removed the manual by renaming the manual directory. The program recognizes the manual is not there, but handles it properly.
MacOS 10.14.6, Commit: 803f42 Ok, figured out that the issue people were concerned about was the underlined links for Quick Help and Manual. Well, those now work by bringing up the same dialog as clicking "view online"links at the end of the sentence.
Testing on W10 with audacity-2.3.3-alpha-323-80ef42433899446f6fc11701a961fb0a5f66290e As with Cliff's tests on Mac - the two links now generate the appropriate error message (there is no online Manual supplied with the Appveyor alpha test builds)
