Steps To Reproduce:
Do not run Audacity. Double click the icon of a .aup file. Observe empty project window. If Audacity is previously running, no problem.

I suspect a connection with 1702.  If I implement my contemplated fixes for that bug, then test this bug.

"Just for fun I built my own to try bug 1703. IT FIXES IT!!! Verified it does not work with 2.1.3, but does with today's build. Startup seems a little faster and FFMpeg and Lame are found as always."

Testing on macOS Sierra 10.12.5 00f6eee2

Clicking on the .aup icon (or on the .aup text listing in Finder) does now properly open the project and not a blank project.
