Steps To Reproduce:
1. Open Preferences -> Keyboard and choose tree view. 2. Scroll down to one of the last nodes, e.g. Ext-Command Track, and open it. 3. Scroll down. 4. Close the node you just opened. The highlight is on the wrong line.

Keyview does not allow empty rows at the end, and when updating the selection, does not adjust for the scrolling caused when a node is closed near the end of the view.

Still the case on 2.3.3 alphas on W10 and Mac

Testing on W10 with audacity-2.3.3-alpha-311-711e600eabab96102f55e5ef09631189a355ee77

This now tests OK on Windows - confirming James' test

Testing on macOS 10.14.5 Mojave with 2.3.3 Mac alpha jc005 of 01Aug19

Looks to be fixed properly on Mac too
