Steps To Reproduce:
1) Launch Audacity 2) undock and float all the toolbars including the bottom dock ones 3) Click the X at the top right of the Audacity Window to close Audacity 4) Observe that nothing happens 5) The only way to close Audacity is via the Task Manager

I don't see this on Linux.

Testing on W10 with audacity-2.3.3-alpha-271-d84ab5948d544eec6ba6a648d76d31ef9d5edc88

This now appears to work properly
a) using the top right "X"
b) File > Exit
c) shortcut Ctrl+Q

I tested first with the basic default set of toolbars and then added the two non-default ones - test OK with both use cases
