Steps To Reproduce:
1) Edit > Preferences (Audacity > Preferences on Mac) 2) in the MP3 section click on the "Locate" button 3) in the ensuing "Locate LAME" dialog click "Download" 4) gives a page not found with the following message "Sorry, the website faq_installation_and_plug_ins.html cannot be found"

As per the title and steps to reproduce.

This is a regression on 2.1.3

Happens on Windows and macOS with 2.2.0 RC1-2

Note that as with all the other Download buttons in the Libraries prefs and their ensuing dialogs the online Manual is targetted rather than honoring the (default) setting for local Manual.

This has been fixed by added the intermediate landing page to the Manual:  https://alphamanual.audacityteam.org/man/FAQ:Installing_the_LAME_MP3_Encoder

Problem was caused by splitting the procedures off into 3 platform specific page (linked to now from that landing page - and of course the front page).

Tested on W10 and macOS High Sierra with 2.2.0 and latest 2.2.1 alphas
