Steps To Reproduce:	1) Import an audio file 2) Change the sample rate of the track using the track's drop-down menu to a custom (non-standard) rate. 3) Try to repeat step 2. 4) Observe: the dialog box to enter a custom sample rate does not appear.

In step 3 of steps to reproduce, the dialog box to enter a custom sample rate does not appear.

Testing on W10 with audacity-2.3.3-alpha-273-baf4648621892ee3936acd242463abd9a81e3129

This is still the case on W10 with 2.3.3 alpha

This now works properly at Step 3 with the dialog box showing and I was able to re-change to another non-standard rate.

Testing on macOS 10.14.5 with mac 2.3.3 alpha jc004 of 25Jul19

As with Windows, this now works properly at Step 3 with the dialog box showing and I was able to re-change to another non-standard rate.

Works correctly on Linux.
