The Vertical Scale for Note Tracks is now inconsistent with what we now have for
audio tracks - where we recently introduced a context menu (for simple vertical zooming) activated by a right-click in the vertical scale.

With Note tracks the right-click still invokes negative zooming (old, previous , behavior for audio tracks).

I see no reason why we should have such an inconsistency now between these two track types
a) we had consistency previously
b) almost all the audio-track context menu commands can readily apply to Note tracks, with the exception of "Half Wave"

In particular we really could do with the "Zoom Reset" for Note tracks - it's darn hard to get back to normal zoom after a lot of zoom ins near the top of the VS.

Setting the "Range" in Time tracks is equivalent to vertical zoom/pan. It's a way of expressing the upper and lower limits of the vertical range, just as vertical zoom and pan are.

Tested on a 2.2.2 Windows build that James made for me 2.2.2 JC002 07Jan18

Tests OK on W10 too
