Steps To Reproduce:
1) Install any LADSPA plug-ins with your preferred package manager. 2) Drag and drop the plug-in .SO file into an open Audacity project window. (For Ubuntu it will probably be in /usr/lib/ladspa/) 3) Accept the default options. 4) Look in the Effects manager and notice that the plug-in is listed twice, once as a "New" plug-in and once as an "Enabled" plug-in.

On Linux, LADSPA (and LV2) plug-ins are usually installed via the package manager. If the plug-in is then installed in Audacity via drag and drop, Audacity needlessly copies the plug-in file, creating a duplicate in its Plug-ins folder.
