Set the control points with "Linear scale" selected, then change to Logarithmic scale (if required).

When Logarithmic scale is selected for the Time Track, it is not possible to add or move control points. The cursor won't switch from select to the triangles that allow adjustment. Even manually selecting the Envelope tool does not help.

Reported on Windows. Confirmed on Linux.

Testing on W10 withaudacity-2.3.1-alpha-139-565fef2ba9f51e9d7462ec545dcc0268ee744f0c

This now appears to work on W10 - testing on previous 138 alpha build and with 2.3.0 it did not work

Works OK on Linux too.
