Steps To Reproduce:
1) Turn on "Full" shotcuts in Keyboard Prefs 2) get some audio 3) CMD+A (to select all) 4) shift focus to the Project Rate in the Selection toolbar 5) CMD+Shift+A 6) => the Keyboard prefs (shortcuts) dialog is popped up step 6 should actually effect Select>None
Release Note:
On Mac With Full shortcuts enabled Cmd+Shift+A fails to Select>None if focus is on Project Rate.

As the steps say with Full shortcuts Cmd+Shift+A fails to Select>None if focus is on Project Rate.

This does not occur if the focus is elsewhere in the Selection toolbar - or elsewhere in the project,

Does not occur with (default) Standard shortcuts (as Select>None has no shortcut assigned there)

Does not occur on W10

Testing on macOS 12.0.1 Monterey with Audacity 3.1.3

This now works correctly
