Steps To Reproduce:
1 Drag bottom of Audacity window up so that Selection Toolbar context menu drops down 2 Hover over a TimeText control to make tooltip appear, then right-click to show context menu; tooltip will still be on top of menu, so obscuring the menu

I think this bug is not reproducible any more.  There is only one control on the selection bar that now has a tooltip: the snap-to drop-down.

Incidentally I pushed d6187f697253885568f1aa80f2de7c147c82315a

which should guarantee correct update of the selection bar tooltip for language change.

I agree the bug does not happen any more but that is not because the Selection Toolbar spinboxes don't have a tooltip - they still do so in release configuration, just not in Debug builds. 

It would be a bug if the tooltip did not appear in release builds.
