Mac: VoiceOver does not read the categories in Preferences using standard keyboard navigation

VoiceOver does not read categories tree view in the Preferences dialog. Note that this behaviour was seen at the same time that I created bugs 1846-48, but I omitted to create this bug at that time. This does not need a release note, as Audacity is not currently usable with VoiceOver.
Fixed at https://github.com/audacity/audacity/commit/62482261638ec0fb5e30f281722b2fcfbf6df74e ... changing Audacity code only. But with some imperfections, similar to those of TrackPanel, similar to bug 1846, and perhaps to be fixed together with it in a future version, requiring further patches to wxWidgets.
Testing on MacOS 10.14.4 Mojave with latest Mac alpha of 01may19 2.3.2jc003 This does not appear to work for me - but I am no expert on VoiceOver access

The categories can now be read with the VoiceOver cursor, but not using standard keyboard navigation. So I'm changing the title of the bug, and re-opening it.
