Steps To Reproduce:	Install a new release of 32-bit Audacity on macOS 10.14 for the first time. The Mac will report that Audacity is 32-bit and will not work on future versions of macOS

Initially P2.  This will become P1 if and when new Mac OS that disallows 32 bit apps is released.  Arguably it is P1 for 2.3.0 release, as many users will see this message.

P1 for 2.3.0 (for clarity).  May demote back to P2 if it proves impossible, or has been reduced to less important residuals.

Most of it works OK

MacOS Lame and Ffmpeg libraries will not load in 64 bit version of Audacity.
