Somewhat hypothetical on Windows at present because Audacity can't record > 16-bit on that OS (bug 193).

This is apparently asking for a feature that PortAudio does not provide. 

Demoted to P5 as if PortAudio does not provide this information, we're unlikely to do the necessary work.
