See the editornote at top of http://manual.audacityteam.org/index.php?title=Multi-Tool. SHIFT is necessary to drag an entire track if it contains multiple clips or doesn't start at time zero. CTRL is always necessary to drag an individual clip. 
Drag should be possible without a modifier (to solve it when dragging clips, probably make it so that hovering over the edge of a clip changes the cursor to arrowhead).

*** STEPS UPDATED ***
This feature was broken by multiclip.  Fixing it requires agreement on what we want.  Hence enhancement.
