Steps To Reproduce:	1. Create a macro with some Set Preference command in it. 2. Make sure Reload is ticked Observe: A: Reload is not ticked when you revisit the command, e.g. using edit parameters.

Testing on W10 audacity-2.3.1-alpha-168-465148cb3e1070ffa1cc066606b552c414b76bbe

This is now fixed and the Reload is retained and works properly on Windows
