bs2b_vst.dll can cause Audacity to scan all of Program Files (x86) 

bs2b_vst.dll attached was added to 1.3.13 Plug-Ins folder on Windows 7 x64 and
1.3.13 asked to rescan for VST's (plugins.cfg was empty at this point).The scan
was seen to be scanning all of Program Files (x86) with about 10 minutes
remaining. Scan was cancelled. Audacity had added the bs2b_vst.dll to
plugins.cfg. 

Audacity was then restarted repeatedly (with rescan not asked for) and every
time Program Files (x86) was scanned. The scan stopped when bs2b_vst.dll was
removed. After adding bs2b_vst.dll back and asking for rescan, the scan of
Program Files x86 resumed. However after computer reboot this problem went away
permanently.    

Some other (unknown) dlls have been reported to do the same on Win 7 x64, the
behaviour sometimes only occurs once; other times it survives reboot until it
eventually goes away.

This is gonna be a tough one.  I'm not able to recreate it under XP and I will try to under 7 as well, but it sounds like you may not be able to anymore either.

Do you have pointers to those DLLs that cause similar problems on Win7 x64?  That's what I'm going to be testing on, so more examples may help track it down.

I tried it under Win7 x64 and the plugin recognized just fine.
