This is suspected to be a wxWidgets problem, and caused by mixing fonts.

Testing on W10 with audacity-2.3.3-alpha-317-44c46f7574e89638823c6cc895caa2cd5135d427

The accelerator keys are now shown when the language is set to Japanese.

Presumably this got fixed as a result of our wxWidgets upgrade
