Linux & Mac: Keyboard Prefs unusable

Created attachment 808 [details] screen of keyboard prefs on Linux The Keyboard Preferences are unusable because the radio buttons top of the window are obscured by the key table, and the top of the table is missing. See attached screenshot. This is a regression against Audacity 2.3.1.
Cliff confirms that it also occurs on MacOS 10.13.6. Summary updated.

Marked as Devel-Fix Made I'm not sure which of Paul's commits fixed it, but it is working for me at https://github.com/audacity/audacity/commit/8d537c1 I've not tested on Mac.
Tested ok on MacOS 10.13.6, Audacity build 09dab6.
And has always been - and still is - OK on W10. Accordingly I shall close this off.
